Regional Agents Clarified

LD 1931, An Act to Protect Employee Choice of Collective Bargaining Agents in the Educational Unit Consolidation Process, relating to school reorganization, was enacted in an amended form.

Sponsored by Senator John Martin, LD 1931 was introduced on behalf of the AFL-CIO to remove language from the regional school unit authorization laws requiring the merger of bargaining units on a regional school unit-wide basis.

Martin’s intent was to preserve existing bargaining units, collective bargaining agents and existing collective bargaining obligations in regional school units. MEA opposed LD 1931 because it would fragment employee interests.

After negotiations among the parties, a version acceptable to MEA was unanimously adopted in both legislative chambers.
